Public Hearings Set for Rockville’s Draft Comprehensive Plan

Information Sessions Beforehand Will Discuss Content and Process

The Rockville Planning Commission has set three public hearing dates for its draft of the Comprehensive Plan.

The public hearings will all be held at 7 p.m. on Wednesday, May 15, Wednesday, May 22 and Tuesday, June 4.

The Planning Commission approved the draft plan for release for public comment on Monday, March 13. It can be found at www.rockvillemd.gov/Rockville2040.

Before the public hearings, the Planning Commission and staff will hold interactive information sessions to help the public understand the contents of the draft plan, and answer questions about the plan’s content and process.

Information sessions will be held 6-8:30 p.m. Tuesday, April 30 and 9:30 a.m.-noon, Saturday, May 11 at City Hall, 111 Maryland Ave.
The draft comprehensive plan is based on three years of feedback from the community, derived through numerous listening sessions, citywide forums, open houses and other meetings. The last citywide Comprehensive Plan was adopted in 2002; it since has been updated by the adoption of several neighborhood plans and other amendments.

The first portion of the draft plan comprises the elements: individual chapters on 10 broad citywide topic areas, including land use, transportation, recreation and parks, community facilities, environment, water resources, economic development, housing, historic preservation, and municipal growth. The draft also includes a vision statement and key principles that provide the foundation for policy statements in each element.

Once public hearings are complete, the Planning Commission will hold a series of work sessions to revise the plan, based on testimony received from the community.

The commission will then turn to the second part of the draft plan, the planning areas. This portion will address neighborhood-level planning issues and include policies that are location specific, yet consistent with the broader policies of the elements. A similar public testimony and work session process will follow.

At the completion of the Planning Commission process, the two portions of the draft plan, the elements and the planning areas, will be sent together to the Mayor and Council as the Planning Commission Draft Comprehensive Plan and the Mayor and Council will begin their own review, which will also include public hearings.
