Rockville Aims to Increase, Preserve Affordable Housing

The Mayor and Council amended the city’s Moderately Priced Dwelling Unit program in December in an effort to increase Rockville’s affordable housing supply.

In 2019, the Metropolitan Washington Council of Governments passed a resolution to increase the region’s supply of affordable housing by 75,000 units by 2030. COG’s resolution was endorsed by member jurisdictions and municipalities, including Rockville. Under the resolution, Rockville’s share is 1,000 of the 75,000 units.

The control period restricts the rent amount to certain affordability levels, based on U.S. Department of Housing and Urban Development income limits.

The amendment eliminates a two-tiered system that required a 12.5% or 15% set-aside, depending on the zoning district of the proposed development project.

The new MPDU requirements will apply to new developments that did not secure a building permit as of Dec. 20, 2021.
