The City of Rockville is piloting a Flood Mitigation Assistance Program to reimburse residents and property owners for property improvements intended to mitigate future damage from flooding.
The matching reimbursement funds will provide up to 50% of the total costs of approved mitigation measures, up to $5,000. The city has allocated a total of $300,000 for the program. Funds will be distributed on a first-come, first-served basis.
Examples of eligible practices include floodproofing windows, flood gates, “sandless sandbags,” battery-powered sump pumps, modifying topography, elevating utilities, flood alert systems and flood-resistant building materials.
Who May Apply
- Residential and commercial properties, including homeowner associations and condominium associations. Condominium associations or homeowner associations may only apply for improvements to commonly owned property areas and must provide proof of approval by the association’s governing board.
- Renters may only apply with documentation of approval from the property owner.
- Eligibility Criteria
- Work must be completed before applying.
- Applicant must provide itemized receipts for purchase and/or installation for eligible expenses.
- Eligible expenses must be incurred on or after July 1, 2019.
- Applicant must provide photographic evidence that measures have already been installed.
- All applicable permits and approvals must be obtained and submitted with the application.
- Applicants must confirm that their project and/or installation will not adversely affect neighboring property by increasing or blocking stormwater flow.
- Applicants must execute the City Waiver Agreement included in the application.
