On the Agenda: Hearings On Alcohol Production, Ingleside Financing and APFS

The Mayor and Council will hold public hearings in September on the city’s Adequate Public Facilities Standards, on zoning for alcoholic beverage production and on city financing for expansion at a retirement community.

A zoning ordinance amendment to allow breweries and distilleries in Rockville will be the subject of a hearing during the Sept. 11 Mayor and Council meeting. The amendment, which the Mayor and Council discussed July 10, would allow full production of alcoholic beverages in light and heavy industrial zones, and in the mixed-use employment zone. Limited production, such as microbreweries and pub breweries, could also take place in mixed-use business, mixed-use transit district, mixed-use corridor district and mixed-use employment zones.

Proposed changes to Rockville’s Adequate Public Facilities Standards will be the subject of a hearing during the Sept. 18 Mayor and Council meeting. Standards for traffic and transportation, school capacity, fire and emergency services response, and water and sewer capacity, ensure that sufficient infrastructure is available to serve new development in Rockville. The changes would alter standards for school capacity and fire and emergency services response. A revision to the school capacity test would bring the city’s APFS standards in line with the county’s recently adopted changes. Another revision would delete the fire and emergency services standard, as the city does not have jurisdiction over fire and emergency services. View the full APFS with proposed revisions.

A hearing will be held at 7 p.m. Sept. 7 on a Mayor and Council proposal to issue Economic Development Revenue Bonds on behalf of Ingleside at King Farm. The nonprofit retirement community would use the bond sale proceeds to refinance outstanding debt and begin construction of additional residential units and facilities. The city would issue up to $260 million in new bonds. These bonds would have no impact on the city’s financial health, and the city has no obligation to repay the bonds. The city’s support would allow Ingleside to expand services for seniors in Rockville.

All hearings will be held at City Hall, 111 Maryland Ave. Learn more as the meeting agendas are posted at www.rockvillemd.gov/AgendaCenter.
