City to Test Restricting Right Turns at Hurley Avenue

The City of Rockville is planning to launch a pilot project that will evaluate whether prohibiting right turns from state-owned Route 28 (West Montgomery Avenue) onto Hurley Boulevard during weekday morning peak hours will deter cut-through traffic.

The city is seeking a go ahead from the SHA to install a “Local Traffic Only, 7 – 9 AM, Monday – Friday” sign, with a right arrow, on eastbound Route 28, before the intersection with Hurley Avenue. Local traffic using Watts Branch Parkway to reach a destination in the immediate neighborhood (including Fallsmead Elementary School) will be able to make the right turn.

Traffic and Transportation Division staff will collect traffic counts on Watts Branch Parkway in the fall to assess the impact of the sign on the area’s traffic. The city will continue exploring other traffic mitigation measures, if necessary.

Residents of the area petitioned the city for traffic diversion measures due to the high volume of vehicles on Watts Branch Parkway. A city traffic study showed a high number of vehicles traveling during weekday morning peak hours.
