Mayor and Council to Hold Hearing on
Procurement Sections of City Code

The Mayor and Council will hold a public hearing during their meeting at 6 p.m. Monday, July 10 on proposed changes to the city code, including an amendment that would change the title of Chapter 17 from “Purchasing” to “Procurement.”

Persons wishing to testify should call 240-314-8280 before 4 p.m. July 10 to place their names on the speakers’ list and/or submit testimony in writing to [email protected] or to City Clerk/Director of Council Operations Office, City Hall, 111 Maryland Ave., Rockville, MD 20850.

Proposed changes to the code include defining the authority and duties of the city’s purchasing agent, and provisions for certification of funds, unauthorized purchases and voidable contracts, formal solicitations and competitive sealed bidding, and ranking of proposals. Other proposed changes call for new sections on contract modifications, change orders and price adjustments, contract awards, and sole source procurement. Some of the proposed changes would implement recommendations of the city’s Purchasing Study.
