Rockville Mayor and Council Unanimously Adopt Town Center Master Plan 

The Rockville Mayor and Council unanimously adopted the Town Center Master Plan during their Jan. 27 meeting, marking the final step of a nearly two-year process to shape the future of the city’s downtown core. The decision comes almost exactly two years after the project charter was initially approved in January 2023. 

The Town Center Master Plan outlines a comprehensive vision for the area, including zoning changes, urban design improvements, and strategies to enhance economic vitality and community engagement. 

Nearly 1,000 residents, business owners, employees and visitors contributed feedback through meetings, public comments and testimony before the Mayor and Council or Planning Commission. That diverse input significantly strengthened the final plan. 

With the plan now adopted, city staff will begin work on near-term actions outlined in the implementation matrix, which establishes timeframes for executing the plan’s recommendations. Larger initiatives, such as proposed zoning changes, will require additional time and analysis. The Department of Community Planning and Development Services is exploring the best mechanisms to update zoning regulations to align with the plan’s goals. 

The Town Center Master Plan represents a significant milestone in Rockville’s efforts to create a vibrant, inclusive and sustainable downtown area.
