Water-saving Toilets Available for Low-income Homeowners

Revised Income Guidelines for Conservation Program

City staff will coordinate removal of up to two older, inefficient toilets per eligible home and replace them with new water-saving toilets through the city’s water conservation program. Older toilets use between 3.5 and 7 gallons per flush (gpf), while new water saving toilets use 1.28 gpf and could reduce water bills depending on use.

Applicants must own their home in Rockville and meet installation criteria, as well as the family-size and income guidelines below. Toilets that use 1.6 gpf are not eligible for replacement. Note that the income guidelines have recently been revised.
