Zoning Update to Include Diagnostic Report as Guide

Rockville’s zoning laws will be evaluated as a first step for the Zoning Ordinance Rewrite.

The comprehensive rewrite of the city’s zoning ordinance — chapter 25 of city code — aims to modernize the laws to meet the changing living, working and recreation trends of Rockville’s residents in the 21st century.

ZoneCo, a consulting firm based in Cincinnati, Ohio, is conducting the analysis to determine how the city’s zoning regulations implement the land-use goals of the Rockville 2040 Comprehensive Plan

ZoneCo will provide the city with a diagnostic report based on its evaluation.

The diagnostic report from ZoneCo will be informed by data, based on existing adopted city plans, policies and regulations, and will review and diagnose any issues and strengths of the current zoning code to analyze how well it is supporting and implementing the goals of the Rockville 2040 Comprehensive Plan.

The report will conclude the data-gathering phase of the zoning rewrite project, form the foundation of the next phase of the project and ultimately inform the draft zoning ordinance.

The diagnostic report will be presented to the Planning Commission at a future meeting. The diagnostic report will be posted on the zoning ordinance rewrite webpage at www.rockvillemd.gov/2521/zoning-ordinance-rewrite, which also provides an overview of the rewrite project.

The rewrite project is expected to be completed in the next 18-24 months.
